What is the Baldwin-Whitehall Council of PTAs and What does it do for me?

The Baldwin-Whitehall Council of PTAs is an organization which encompasses all the PTAs and PTSAs in the Baldwin-Whitehall School District. Council brings together the resources of these organizations for the common good - OUR CHILDREN. With pooled resources, ideas and initiatives, we are able to accomplish much more and bring in assistance from around the district. Council serves as the next step in the hierarchy of the greater PTA. It folds into Region 3, which is encompassed in the PA PTA, which in turn is a part of the National PTA organization. Council also uses its combined resource power to advocate for positive change (ex. grading scale), support school initiatives and serve as a forum for discussions with the School Board of Directors and local School Administration.

  • We are the key link in the line of communication between the Local, Region, State and National PTAs. The responsibilities of a council are to Inform, Inspire and Instruct by developing skills, promoting membership and building relationships between local units and providing service to the community.
  • We provide information and inspire local unit PTA’s by setting examples through competent leadership and effectively run committees. The manner in which council leaders conduct meetings sets an example for local PTAs, simply by using proper parliamentary procedure.
  • We work with the School Board and Administrators on issues that affect all schools in its area. Council can provide the forum for an unbiased presentation and discussion of a matter. Councils can serve as two-way channels of communication between the School Board and public and may work with other community groups to spearhead projects of concern for children and youth.
  • We distribute information from the Region and State PTAs regarding legislation, membership, bylaws and education regulations to local units and council members
  • We provide vision screening for all preschoolers district-wide
  • We sponsor a School Board Candidates Forum for the community every other year prior to elections

Council is entirely financed by fundraiser's separate from those of the individual units.
The green Abitibi Recycling Bins located at each school,spirit items, and a spring Sarris Candies sale allow the Council to fund valuable programs. 

Council provides through the Health and Safety Committee (with the cooperation of the Community Drug and Alcohol Task Force) programs such as; Drug, Alcohol and Character Education programs for students, funds Red Ribbon Week activities for all the local units school buildings, funds the D.A.R.E. graduation celebrations for the fifth grade students at Paynter Elementary. As a courtesy for parents, discounted bicycle helmets are available at least once annually in McAnnulty and Paynter Elementary schools.Council receives no profit from these helmets.  In addition, safety posters and other pertinent health and safety information is provided throughout the buildings at different times of the year. Coordinates the Alcohol Awareness Poster Contest within the District, which is sponsored by the Liquor Control Board (LCB).

Council also provides evening Parent Programs for parents district-wide, offers and provides when asked, Leadership Training for all the local units’ officers and chairmen, a soon to be established scholarship program,  sponsors a celebration of the valuable Arts in Education initiative - Reflections, hold an annual Founders's Day dinner, holds an annual Kick-Off Breakfast at the first council meeting of the school year.

Baldwin-Whitehall Council of PTA Committee Descriptions
Volunteers are always welcome!

Abitibi Recycling – Paper recycling bins are located at PES, BHS, HMS, Wallace, MES, WES.  Chairman/committee promotes the bins, handles issues as they arise. 

Audit Committee – 3 members are voted in at the April council meeting to audit council’s books

Bylaws – Council chairman updates council bylaws as needed

Community Service Project Grant –B-W will sponsor and promote one B-W student’s community service project per year

Council Directory – Directory contacts information for all of the Baldwin-Whitehall School District PTAs. It also includes Administration contact info and School Board Directors information. It is given to all of the Presidents, their executive committees and chairpersons, Building Principals and Administration. Chairman receives information from the units and then distributes. 

Delegates to Council – Local units vote on their delegates to council.  The delegates then attend council meetings and report back to their local unit. 

Education Committee – committee decides on topics to discuss

Fingerprinting – kindergarten students have fingerprinting done at school by local officer

Food Drives – Because We Care food drives are sponsored at each of the local PTA school events  (past HMS musical, BHS musical (one day) PES family bingo night)

Founder’s Day – Council has a Founder’s Day dinner for the school district and the PTAs.

Health and Safety –  These are past examples of this committee: Bi-yearly Health and Safety Fair, Camfel Production programs for all units, all Red Ribbon Week. Activities for all local units, the D.A.R.E. pizza party for all 5th graders at WES and PES

Holiday Luncheon –It is to bring the PTA parents, staff, Administration and students together.

Legislation – Report on important issues.

Membership – Council chairman reports membership totals for each local PTA unit at the council meetings.

Nominating committee – 1 member from each PTA unit and 1 from council present officer’s slate for the following year at the April council meeting. 

PA Summer Leadership Training –  Dates to be determined by the Pennsylvania PTA

Public Relations /Advertisements –place ads in programs such as PA PTA “Call to Convention”, the Baldwin High School Musical, Track and Field event, Local Unit programs etc

Reflections – Chairman (2nd Council Vice President)  collects local PTA reflections entries and proceeds with judging entries, organize awards ceremony, delivers winning council Reflections entries to Region 3 chairman.  Etc.

Spring Sarris Candies Sale – This fundraiser is for the spring. The date the sale begins, ends and the date the candy is distributed depends on the date that Easter falls on.   You will need to schedule dates with Sarris. Get the approval from Administration with the flyer to be distributed to Paynter and Harrison and then distribute Sarris sale flyers to PES & HMS.  Collect orders at the schools.  Make a listing of orders. Send the actual orders to Sarris.  Distribute candy on the pick up day.  Make sure bill is paid to Sarris.    Report to council.

School Board Candidate’s Forum – Non-partisan, open forum for all candidates. This is done every other year

Senior Scholarship – (1) one Baldwin High School student will receive a $500 scholarship. Chairman/committee works with the BHS guidance office to advertise the scholarship to students.

Spirit Items – Chairman promotes items we currently offer for sale and present new ideas to council

Vision Screening –  Chairman seeks volunteers to train for preschool vision screening.  We provide volunteers and make space available for the training. We provide the refreshments.  The blind association does the teaching of how to do the vision screening to the volunteers.
